Scrutiny provides independent examination of policies and decisions about local services through elected council members who represent residents. It is a ‘statutory function’ which means it is bound by an Act of Parliament and work is carried out through Scrutiny bodies appointed by the Council known as Scrutiny Committees or Panels.
Scrutiny bodies aim to improve services by questioning delivery, monitoring performance, and making recommendations before the decision-making process. It ensures the accountability of Cabinet and other public organisations and promotes transparency by involving the public.
